"The final conquest of the Mari was accompanied by their drive from most of the lands. The best arable lands were taken away from the Mari and given to Russian servicemen. Until the middle of the 19th century, Russian laws prohibited the Mari from settling in cities and engaging in blacksmithing - so as not to make weapons and make an uprising."
